Colombia's Ministry of Information Technologies and Communications (MinTIC) Resolution 1519 of 2020 mandates WCAG 2.1 Level AA compliance for all websites and electronic offices of public entities ('sujetos obligados') from 1 January 2022. Article 3 of the Resolution explicitly requires conformance to 'AA standards of the Web Content Accessibility Guidelines (WCAG) version 2.1, issued by W3C.' The statutory mandate derives from Ley 1618 de 2013 (Disability Inclusion Law), Article 16(11), which requires defining web accessibility standards to guarantee full access for persons with sensory disabilities, and from Ley 1712 de 2014 (Transparency and Right to Public Information), Article 3, requiring accessible information formats. Resolution 1519 superseded Resolution 3564 of 2015.
