Summary

All 31 Irish local authorities are public sector bodies bound by S.I. No. 358/2020, which transposes EU Directive 2016/2102 (Web Accessibility Directive) into Irish law. Public sector bodies must conform to WCAG 2.1 Level AA for websites by 23 September 2020 and for mobile applications by 23 June 2021. Compliance is monitored by the National Disability Authority (NDA), which reports to the European Commission every 3 years. In addition, Part 3 of the Disability Act 2005 requires public bodies to ensure their buildings, services, and information are accessible to people with disabilities.

NDA is the monitoring body designated under Article 8 of EU Directive 2016/2102. Local authorities must also publish an accessibility statement on each website and mobile app (S.I. 358/2020, Regulation 5). Disability Act 2005 Part 3 provides an older, broader accessibility obligation predating the EU Directive.
