Summary

Taiwan's People with Disabilities Rights Protection Act mandates digital accessibility through Articles 52, 52-1, and 52-2. Article 52 requires Internet, telecommunications, broadcasting, and TV providers to supply accessible reading, watching, transfer, or transmission services for persons with visual, hearing, and speech disabilities. Article 52-1 directs competent authorities to establish national ICT accessibility standards and certification systems. Article 52-2 mandates that all government agency websites, schools, and subsidiary institutions obtain web accessibility examination certificates, with criteria prescribed by the central competent authority. The Ministry of Digital Affairs (MODA) administers compliance through the Web Accessibility Guidelines (110.07, 2021), a WCAG 2.1 derivative, and issues Web Accessibility Accreditation badges. Scope: public sector websites and ICT/telecom service providers.
