Summary

Rhode Island has no comprehensive enacted AI-behavior statute as of mid-2026, but it has produced several targeted enacted laws and an active legislative pipeline. The most significant enacted measures are: a July 2025 election synthetic-media disclosure law (H 5872/S 0816) requiring disclosure labels on AI-generated political content within 90 days of an election; the Rhode Island Data Transparency and Privacy Protection Act (effective January 1, 2026), which gives consumers the right to opt out of solely automated profiling with legal or similarly significant effects; and criminal penalties for non-consensual synthetic intimate imagery (H 5046/S 0136, 2024). In the 2026 session, both chambers passed an AI companion-model safety bill (S 2195, awaiting governor signature) and a therapy-chatbot regulation bill (H 7349, awaiting governor signature). The Rhode Island Attorney General has published advance-notice proposed rules under the Deceptive Trade Practices Act targeting AI-driven automated decision-making that affects consumers' rights, opportunities, or access to resources, but those rules are not yet finalized. A broad high-risk AI accountability bill (S 0627, 2025) died in committee. General consumer-protection authority under R.I. Gen. Laws § 6-13.1 et seq. applies to deceptive or unfair AI practices in the interim.
