Summary
Uzbekistan presents moderate-to-high crawling risk, elevated by strict data-localization rules and robust enforcement via ISP blocking. The Law on Personal Data (No. ZRU-547 of 2 July 2019, effective 1 October 2019) was amended in January 2021 (in force April 2021) to require that personal data of Uzbek citizens be processed on technical means physically located in Uzbekistan and in databases registered with UzComNazorat. UzComNazorat can block access to non-compliant websites. The Criminal Code addresses illegal processing of personal data (fine or correctional labour). Copyright law (Law No. LRU-42 of 20 July 2006, amended) protects databases as compilations; no TDM exception. Penalties for IP violations significantly tightened in 2025. No English-language scraping case law found.
