Notes

Andorra's 7 parròquies (parishes) are governed by comuns (communal councils) under the Llei qualificada 4/1993. The Constitution (Art. 79) establishes the comuns as self-governing public-law entities. Council meetings (consells de comú) follow rules set by each comú's internal regulation; openness is traditional but not codified in granular statutory detail. Catalan is the official language.
