Albania's Law 139/2015 on Local Self-Government governs the country's 61 bashkia (municipalities, post-2015 territorial reform). Art. 16 establishes the transparency principle; this is elaborated in Art. 18 (right to information) and Arts. 48–56 (council procedures) which require mbledhje të këshillit bashkiak (council meetings) to be public. Notice and agenda are published on the municipal website. The Commissioner for the Right to Information and Data Protection (Komisioneri për të Drejtën e Informimit) enforces transparency.
