Armenia's 2002 Law on Local Self-Government (HO-337-N) governs communities (համայնք). Art. 14 establishes that avagani (council) sessions are open to the public; the council may close a session only by reasoned decision. The 2020 constitutional reforms and subsequent 2021 amendments expanded local council powers and strengthened transparency obligations. The Ministry of Territorial Administration and Infrastructure supervises compliance; the Human Rights Defender receives complaints.
