Azerbaijan's 1999 Law on the Status of Municipalities (Law 698-IQ) governs bələdiyyələr (municipalities). Art. 25 establishes that municipal council meetings are open. In practice, the 2020s saw continued constraints on civil society monitoring, and municipal bodies operate in a dual system alongside state-appointed executive committees (İcra Hakimiyyəti) that hold most operational power.
