Bosnia and Herzegovina has a split legal framework reflecting its entity structure: (1) Federation of BiH uses Zakon o principima lokalne samouprave u FBiH (Sl. novine FBiH 49/06) plus 10 cantonal laws on local self-government; (2) Republika Srpska uses Zakon o lokalnoj samoupravi RS (Sl. glasnik RS 101/04 with amendments); (3) Brčko Distrikt has its own Statute. All three frameworks require open council sessions as the default, with closed session categories limited to protected information.
