Bulgaria's Local Self-Government and Local Administration Act (ZMSMA) of 1991 governs the country's 265 общини (municipalities). Art. 28 establishes that общински съвет (municipal council) sessions are public; the council may decide, by reasoned motion, to hold a closed session for specific categories. Notice of the session, agenda, and draft decisions must be posted on the municipality's notice board and website at least 3 days before the session. District governors (областни управители) and administrative courts supervise legality.
