Council must adopt a procedure bylaw setting the time and place of regular meetings and the procedure for calling special meetings. Regular meeting schedules are published annually. Special meetings typically require at least 24 hours' notice to council members and the public stating the purpose, time, and place, posted at the municipal office.
Public Participation
Council meetings are open to the public. The Act does not mandate public comment periods at regular council meetings — public participation is set by each municipality's procedure bylaw.
Virtual Meetings
Electronic participation is permitted where the procedure bylaw authorizes it. Members participating electronically may count toward quorum if the procedure bylaw so provides. Post-2020 amendments formalized remote meeting practices.
