Chile's LOC de Municipalidades (Ley 18.695) governs the country's 346 municipalidades. Sessions of the concejo municipal are public; the Art. 84 public-attendance requirement is mandatory. Closed sessions (sesiones secretas) are permitted only by two-thirds vote on specific matters. The Ley 20.285 de Acceso a la Información Pública (2009) covers meeting records; the Consejo para la Transparencia is the enforcement body. Chile is one of the strongest municipal-openness frameworks in Latin America.
