Cyprus municipal governance operates under Cap. 111 (cities/towns) and Cap. 243 (village authorities). Council meetings (συνεδρίες συμβουλίου) are public except for deliberations on personnel matters, contracts, and disciplinary proceedings. Local government reform legislation has been under debate for years; the 2022 reform package (Local Self-Government Reform, Laws 51(I)/2022 and 52(I)/2022) is progressively consolidating municipalities. Greek and Turkish are both official languages under the Constitution; English is also widely used in administration. This entry covers the government-controlled southern part of the island.
