Estonia's Local Government Organisation Act (KOKS) governs the 79 omavalitsused (local authorities). § 44 requires volikogu (council) sessions to be public; closed sessions may be held only for specific categories of confidential information (personal data, commercial secrets, state secrets). Estonia's high level of e-government means most councils publish agendas, materials, and meeting recordings online as a matter of course. The e-Government and supervisory role is shared between the Ministry of Regional Affairs and the National Audit Office.
