Notice of an ordinary council meeting must be given at least 4 days (4 päivää) before the meeting (§94). Notice is published on the municipality's official notice board (ilmoitustaulu) and website. The meeting agenda (esityslista) must be made publicly available at the same time. For urgent special meetings, notice must be given as early as practicable.

Kuntalaki does not create a statutory right for members of the public to speak at council (valtuusto) meetings. Public participation rights are established by each municipality's hallintosääntö (administrative rules). Some municipalities provide for kyselytunti (question time) or allow residents to address the council on specific items by local arrangement.

Permanent remote participation (etäosallistuminen) allowed under §99a (inserted by Laki kuntalain muuttamisesta, 1091/2021). The council must adopt rules in its hallintosääntö permitting remote participation. Members participating via videoconference count toward quorum. The municipality determines the technical requirements in its hallintosääntö.

Any municipality resident (kunnan jäsen) may challenge a council decision via kunnallisvalitus (municipal appeal) before the Administrative Court within 30 days of the decision being published on the official notice board (§§135–145). The Parliamentary Ombudsman investigates complaints about procedural violations. Only residents (not non-residents) have standing for kunnallisvalitus.
