Notes

Georgia's 2014 Local Self-Government Code governs municipalities (municipality councils — sakrebulo). Art. 24 establishes that sakrebulo sessions are open and members of the public have the right to attend; closed sessions require a majority vote on specific grounds (state secrets, personal data, commercial confidentiality). The Code incorporates EU Association Agreement commitments to transparency. The State Audit Office and the Public Defender of Georgia (Ombudsman) handle complaints.
