Guatemala's Código Municipal (Decreto 12-2002) governs the country's 340 municipios. Art. 38 establishes that sessions of the Concejo Municipal are public as a rule. The Constitution of 1985 Art. 253 guarantees municipal autonomy. Guatemala has a 2008 Ley de Acceso a la Información Pública (Decreto 57-2008) covering meeting records. The Procuraduría de los Derechos Humanos receives complaints.
