Iran's 1996 Law on Islamic Councils governs شوراهای اسلامی شهر و روستا (city and village Islamic Councils) and the selection of mayors. The law requires council sessions to be held regularly and provides limited provision for public attendance; in practice access is discretionary. Councils are subject to supervision by provincial governors (استانداران) and the Ministry of Interior. Statute seeded with enforcement caveat.
