Jamaica's Local Governance Act 2016 modernised the framework for parish councils and municipal corporations. Part IV requires council meetings to be open to the public; the council may exclude the public only by resolution and only on specific grounds (personnel, legal advice, land acquisition). Notice and agenda must be published. The Ministry of Local Government supervises compliance; the Auditor General audits financial practice.
