Kyrgyzstan's 2011 Law on Local Self-Government governs aiyl okmotu (rural local authorities) and city mayoralties. Art. 33 establishes that sessions of the local keneş (council) are open. Notice is by posting on the council office notice board and, where available, the municipal website. The 2021 constitutional changes restructured central-local relations. Post-2020 political volatility has affected enforcement continuity.
