Lebanon's Legislative Decree 118/1977 (Qanun al-Baladiyyat) is the framework law for the country's municipalities (بلديات) and municipal unions (اتحادات البلديات). Council sessions are held monthly or as convened by the mayor; the statute does not contain an explicit open-meetings clause requiring public attendance, though minutes and decisions are public records.
