Notes

Lithuania's Law on Local Self-Government (VSĮ) governs the 60 municipalities. Art. 13 establishes that savivaldybės tarybos posėdžiai (municipal council sessions) are public. The meeting notice, agenda, and draft decisions must be published on the municipality's website at least 3 working days before the session. Live video broadcasting is required for most municipalities since 2015 amendments. The Ministry of the Interior and Seimas Ombudsmen's Office supervise compliance.
