Montenegro's 2018 Law on Local Self-Government (Zakon o lokalnoj samoupravi, Sl. list CG 02/2018) replaced the 2010 law and governs the country's 25 opštine plus the capital Podgorica and the Old Royal Capital Cetinje. Art. 50 requires skupština opštine sessions to be public; closed sessions are permitted only in statutorily defined cases. Notice and agenda are published on the municipal website. The Ministry of Public Administration supervises legality.
