North Macedonia's Law on Local Self-Government (Закон за локалната самоуправа, Official Gazette 5/2002) governs the country's 80 општини (municipalities) and the City of Skopje. Art. 46 establishes that council sessions are public; closed sessions are permitted only in statutorily defined cases (classified information, minors' personal data). Notice of sessions, agenda, and materials must be published on the municipal website and notice board. Compliance with openness obligations is supervised by the Ministry of Local Self-Government and the Agency for Protection of the Right to Free Access to Public Information.
