The Local Government Act 1993 (Cap. 363) governs Malta's 68 local councils (kunsilli lokali). § 44 requires council meetings to be open to the public except for specific deliberations (personnel, legal advice, contracts under negotiation). Notice must be given at least 2 days before ordinary meetings and the agenda posted at the council office. Minutes (minuti) are public. The Department for Local Government oversees compliance; the Local Councils Association provides coordination. Maltese and English are both official languages.
