Notes
Peru's Ley Orgánica de Municipalidades (Ley 27972) governs municipalidades provinciales and distritales. Art. 13 establishes that sessions of the concejo municipal are public; closed sessions require a vote on specific categories. Peru has ~1,870 municipalities. Oversight is exercised by the Contraloría General de la República and the Defensoría del Pueblo. Peru's 2002 Ley de Transparencia y Acceso a la Información Pública covers records.
