Lei 75/2013 replaced the prior framework (Lei 169/99) and consolidates the juridical regime for freguesias and municípios. Assembleia municipal meetings are public (Art. 49, Anexo I) except when the assembly, by reasoned vote, decides otherwise to protect personal data, commercial interests, or judicial secrecy. Câmara municipal meetings follow parallel rules. Notice and convocation periods are set by each autarquia's regimento. Minutes (atas) are public and subject to the Lei de Acesso aos Documentos Administrativos (LADA, Lei 26/2016).
