Notes

Paraguay's Ley Orgánica Municipal (Ley 3966/2010) governs the country's 259 municipalidades. Sessions of the Junta Municipal (council) are public. Notice and agenda rules are set by each municipality's ordenanza. Paraguay has had a Ley de Acceso Ciudadano a la Información Pública (Ley 5282/2014) since 2014, covering meeting records. The Contraloría General de la República audits financial practice.
