Notes

Qatar's Law 12/1998 established the Central Municipal Council (المجلس البلدي المركزي), a consultative elected body whose members advise the Ministry of Municipality on local affairs. Regular sessions are referenced in law but there is no statutory open-meetings framework requiring public attendance. Qatar's 2014 permanent constitution and subsequent reforms have preserved the advisory character of the Council. Statute seeded for completeness.
