Notes

Romania's Administrative Code (OUG 57/2019) consolidated the prior local government laws (Law 215/2001 etc.). Art. 138 establishes that consiliul local (local council) sessions are public as a rule; closed sessions may be held only on prior council vote for limited categories. The agenda and convocation must be published on the primărie website and posted at municipal offices at least 5 working days before ordinary sessions (3 days for extraordinary). Parallel rules apply to consiliul județean. The Prefect's office exercises legality review (tutelă administrativă).
