The agenda and supporting material must be announced (kungöras) at least 7 days before an ordinary meeting (kap. 5 §13). Announcement is made via the municipality's digital notice board (anslagstavla) and website. For special meetings (extra sammanträde), notice must be given as soon as practicable (kap. 5 §14). The agenda must list the items to be considered; non-listed items generally may not be decided.

Kommunallagen does not create a statutory right for members of the public to speak at municipal assembly (fullmäktige) or committee (nämnd) meetings. Public participation arrangements are set by each municipality's reglementen (standing orders). Some municipalities allow allmänhetens frågestund (public question time) by local rule.

Permanent remote participation permitted under kap. 5 §4a (inserted by SFS 2022:1088). A member may participate via video link or equivalent if the municipality has adopted rules permitting it in its reglemente. Remote participation counts toward quorum. The municipality must ensure the meeting can be followed by the public in real time if held remotely.

Any member of the municipality (kommunmedlem) may challenge a decision via laglighetsprövning (legality review) in the Administrative Court within 3 weeks of the decision being posted on the digital notice board (kap. 13 §2). The JO investigates complaints about procedural violations. Only members (not non-residents) have standing for laglighetsprövning.
