Notes

Slovenia's Law on Local Self-Government (ZLS) governs the country's 212 municipalities. Art. 35 establishes that seje občinskega sveta (municipal council sessions) are public. Notice, agenda, and materials must be delivered to council members at least 7 days before the session and published on the municipal website. Closed sessions require a reasoned motion carried by majority vote. The Ministry of Public Administration and the Information Commissioner supervise compliance with transparency obligations.
