San Marino is divided into 9 Castelli (castles = municipalities), each governed by a Giunta di Castello elected every 5 years. Legge 22/1994 established the modern Giunte di Castello framework. Meetings (adunanze) are public; closed sessions permitted for personnel and sensitive matters. Minutes are maintained by the Segreteria. Given the microstate scale (~34,000 population), openness is traditional rather than procedurally elaborate. Italian is the official language.
