El Salvador's Código Municipal (Decreto 274/1986 with subsequent amendments) governs the country's 44 municipalities (post-2023 territorial reform from 262). Sessions of the Concejo Municipal are public in principle; public attendance rules are set by each municipality's ordenanza. The 2011 Ley de Acceso a la Información Pública covers meeting records. The 2023 municipal reform consolidating 262 municipalities into 44 has significantly changed local governance capacity.
