Notes

Tajikistan's 2004 Law on Local Self-Government of Towns and Villages and the parallel Law on Local State Authorities govern jamoats (village/town authorities) and viloyat/shahar executive committees. Art. 8 of the 2004 Law provides for openness of sessions. Enforcement is minimal in practice — Tajikistan is highly centralised and independent civil society is constrained.
