Notes

Ukraine's Law on Local Self-Government in Ukraine (Law 280/97-VR) governs territorial communities (громади) and local councils. Art. 46 establishes that sessions (сесії) of local councils are public; any person may attend. Closed sessions require a decision by the council supported by a majority of members. The law has been amended repeatedly since 2022 to accommodate wartime conditions including remote sessions and restricted publication of security-sensitive information. The 2020 decentralisation reform consolidated Ukraine's local governance structure around amalgamated territorial communities (ОТГ).
