Venezuela's LOPPM (2010, with subsequent amendments) governs the country's 335 municipios. Sessions of the Concejo Municipal are formally public. In practice, Venezuela's political crisis since 2015 has severely affected institutional functioning at all levels of government, including the publication of municipal proceedings and the exercise of opposition-held municipal offices.
