Kosovo's Law on Local Self-Government (Law No. 03/L-040 of 2008) governs 38 municipalities. Art. 45 establishes that kuvendi komunal (municipal assembly) sessions are public. The assembly may close a session only in specific statutorily defined circumstances. Notice of sessions, agenda, and materials are required to be published on the municipal website. Kosovo's legal framework reflects EU pre-accession transparency standards and the Ahtisaari Plan provisions on decentralisation. The Ministry of Local Government Administration supervises compliance.
