Yemen's Law 4/2000 on Local Authority establishes the framework for local councils at governorate and district level. The law formally requires council sessions to be held regularly but Yemen's post-2014 conflict has left most local authorities operating under de facto control of different parties to the conflict. Statute seeded for completeness — meaningful public access is not possible under current conditions in most areas.
