Summary
The Police Oversight Agency (Agjencia e Mbikëqyrjes Policore, POA) was established by Ligji nr. 128/2021, replacing the former Service for Internal Affairs and Complaints (SIAC/SHÇBA). It exercises independent oversight of the State Police, Guard of the Republic, and Fire & Rescue Service: conducting disciplinary investigations for serious breaches, fighting corruption, carrying out proactive inspections, making arrests, and referring cases to prosecutors. Its Director General is appointed by the executive (government decree) and the statute does not mandate civilian composition. The POA is an EPAC member.
