Summary

The Independent Board of the Parliamentary Assembly of BiH was established by the Law on Independent and Supervisory Bodies of the Police Structure in BiH (Official Gazette 36/08). Its nine members are elected by the Parliamentary Assembly from the judiciary, retired and active civil servants, and experts in law and police affairs — no current sworn officers serve. The Board selects and vets candidates for senior police posts in state-level bodies (Border Police, SIPA, Directorate for Coordination), receives complaints against those senior officials, informs the Minister of Security and Council of Ministers, and can initiate disciplinary proceedings. It does not independently investigate use-of-force incidents or access personnel files directly; complaint referrals go to the relevant agency.
