CNPCP
Summary
Established by the Lei de Execução Penal (Lei 7.210/1984) art. 64, the CNPCP is a technical-advisory collegiate body composed of 13 members designated by the Minister of Justice from professors and professionals in Criminal Law, Criminal Procedure, and Penitentiary Law, plus civil-society representatives and ministerial delegates. Members serve 2-year terms with one-third renewed annually. The CNPCP proposes national criminal and penitentiary policy guidelines every four years, conducts periodic evaluations of the prison system, and may inspect penal establishments, but operates as a purely advisory and policy body—it cannot issue binding discipline or direct facility management. Civil-society and non-LE composition is mandated by statute.
