Eduskunnan oikeusasiamies (the Parliamentary Ombudsman of Finland) has existed since 1920 and is constitutionally established under Section 38 of the Constitution of Finland (Suomen perustuslaki), with the statutory framework in Laki eduskunnan oikeusasiamiehesta (197/2002). The Eduskunta elects the Ombudsman and two Deputy Ombudsmen for four-year terms, renewable by re-election. The Ombudsman ensures that courts, other authorities, and persons exercising public authority obey the law and fulfil their duties, and monitors compliance with basic and human rights. Under the Parliamentary Ombudsman Act, the Ombudsman may examine witnesses and experts and has full access to all documents and premises necessary for investigations. Individual complaints are investigated and the Ombudsman may issue recommendations, draw attention to non-compliance, or in serious cases initiate prosecution. Annual reports are submitted to the Eduskunta and made public.
