Summary
The Oficina de Responsabilidad Profesional (ORP) is the internal-affairs unit of the Policía Nacional Civil, established by Decreto 11-97 (Ley de la PNC), Art. 17. It investigates disciplinary and criminal complaints against PNC members, including use-of-force incidents and officer-involved deaths. The ORP director is appointed by the Director General of the PNC and operates within the Ministry of Interior. Because it is embedded within the PNC command structure, the ORP is not an independent body: it co-investigates UOF alongside operational units, has full access to internal records by design, but its discipline recommendations are subject to the Director General's approval. No civilian members are required. Annual disciplinary statistics are not publicly mandated.
