Summary
The Police Complaints Authority was established by the Police Complaints Authority Act Cap. 16:06 (Act No. 19 of 1991) as the statutory civilian oversight body for the Guyana Police Force. The Authority is composed of a Chairman (a retired judge or senior legal officer) and members appointed by the President, ensuring a civilian composition. It receives and investigates complaints from members of the public against police officers for misconduct, abuse of authority, and use of excessive force. The PCA conducts its own independent investigations separate from internal police discipline processes, with access to police records on a case-by-case basis. Its findings and recommendations are submitted to the Commissioner of Police and the Minister of Home Affairs, who retain final disciplinary authority. Annual reports are submitted to the National Assembly.
