Summary
The Comisionado Nacional de los Derechos Humanos (CONADEH) is Honduras's national human rights institution, created by Decreto N° 2-95 through a reform of Article 59 of the 1982 Constitución. The Comisionado Nacional is appointed by the Congreso Nacional by majority vote for a six-year term and may be re-elected. The institution operates with absolute functional, administrative, technical, and criterion independence — not subject to hierarchy from any organ or official in matters within its competence. CONADEH investigates complaints of human rights violations by public authorities, monitors state compliance with international human rights obligations, promotes human rights education, and issues recommendations and reports. It has been particularly active in monitoring prison conditions, migrant rights, and conditions for vulnerable communities. Annual reports are presented to Congress and published.
