Summary
Nefnd um eftirlit með störfum lögreglu (the Independent Police Complaints Commission) was established in 2017 by amending the Police Act (Lög nr. 90/1996, Chapter VIII A). The Commission is composed of three members appointed by the Minister of Justice for renewable four-year terms; statute requires all members to be civilians (no serving or former police officers). It independently investigates complaints against police officers including use-of-force and officer-involved incidents, with authority to access all relevant records, interview witnesses, and compel cooperation. Completed investigations are forwarded to the National Commissioner of Police for disciplinary action, or to the Public Prosecutor where criminal liability may apply; the Commission has no direct discipline authority. Annual reports are published without pre-publication review.
