Summary
The PCOA was established by Act No. 25 of 2020 to provide civilian oversight of the Jamaica Constabulary Force. Its Board members are appointed by the Minister of National Security and are required to be civilians (no current or former sworn officers). The Authority receives public complaints about police conduct, monitors the JCF's handling of those complaints, audits disciplinary outcomes, and issues recommendations — but it does not conduct independent investigations of use-of-force incidents (those fall to INDECOM) and cannot impose discipline. It reports publicly and to the Minister. The PCOA fills a civilian audit-and-monitoring role complementary to INDECOM's investigative mandate.
