Summary
The Akyikatchy (Ombudsman) is a parliamentary human rights commissioner elected by the Jogorku Kenesh for a 5-year term (removable by parliament). The office includes a dedicated LE/corrections department and may visit places of detention unannounced, correspond confidentially with detainees, review documents from state bodies on request, and issue advisory recommendations. It has no discipline authority and refers complaints to the relevant agency or Prosecutor General. Annual reports require parliamentary approval; failure to approve triggers early termination of the Ombudsman's mandate. Following the NCPT's abolition in September 2025, the Ombudsman assumed the formal OPCAT NPM role.

Jurisdiction scope
Parliamentary oversight of human and civil rights and freedoms across all state bodies in the Kyrgyz Republic, including a dedicated Department for the Observance of Rights by Law Enforcement and other agencies in places of detention and restriction of freedom; authority to visit penitentiary facilities, pre-trial detention centres, and other places of restricted freedom without prior notice; access to documents and records of state bodies on request.
